Abstract

The concept of economy of water is subjected to very antagonistic perceptions. The tariffing of water is a point of divergence: tax, load or
contribution according to the actor. The relation between State, manager and irrigant must be founded on functions recognized to each actor and not on a hierarchical report. There is a confusion of roles maintain by the legal executives.
