AbstractLocated in Central Atlas, the Aït Bougmez valley is submit to severe climatical constraints obliging irrigation from water springs during summer. Irrigation is ancient and managed by traditionnal and community institutions localy called taqbilt.
Recently, many transformations occured not only in agriculture (development of intensive fruit farming) but also in general economy with tourism development.
World Bank project leads to the implementation of Water User Associations in order to get credit for the rehabilitation of irrigation networks. Water management get more an more complexed due to the mutiplication of stake-holders. Also, during the last for years, the valley has known severe drough that leads some inhabitants to poverty. This study has been commanded by CICDA, a french ONG involved in water management, that wanted to optimized efficiency of irrigation system.
By using a methodology based on the concepts of “systemic analysis”, this study propose an overview on how water is managed. We decide to reduce our field study to one of the 29 irrigation systems identified in the valley : Aït Imi village.This study try to present all the stake-holders involved in water management and how traditionnal and modern institutions are acting around irrigation. |
